They agree that their standards for the open water class (only) will meet or exceed the RSTC adopted standards. I don't know of any agency that has accepted the RSTC standards as written. Different agencies have differing points of view about various topics and those points of view are reflected in their individual standards. All standards that I've looked at have strong points and weak points when compared to other standards. Standards from different agencies vary much more than you might think, but getting back to the original question, there is virtually no difference in the recognition of c-cards issued by different agencies.
