This variation probaly isn't caused by departures from the ideal gas law. Such
departures would consistently be either + or - depending on the properties of
the gases involved. This consistency would also allow somebody with a memory or
a notebook to reproduce the results once they achieve an accurate mix. Maybe
the people filling your tanks figure that +/- 1% is "good enough"?
